Road Safety Launching Ceremony

 When Road Safety becomes Cyber: “3C Responsible Drivers”

This year, the Road Safety Council (RSC), in collaboration with Traffic Branch Headquarters, has broken new ground and used the internet and Facebook to launch the “Responsible Drivers Campaign” which encourages drivers to adopt the “3C Driving Principles” - “Care” “Concern” and “Commitment”.

The Global Road Safety Ambassador and movie star Ms Michelle YEOH, expressed during the press conference held on 3 September 2009 that, by adopting the “3C Driving Principles”, drivers should exercise due “CARE” whilst driving on the road, show great “CONCERN” for safety and other road-users’ rights, and make a “COMMITMENT” to be a responsible driver, which includes not to drink and drive and to comply with road safety regulations. The renowned racing driver Mr. Darryl O’Young, Canto Pop Singer Mr. Leo KOO, local artistes Ms. Karena LAM and Ms. LEE Shan-shan also appealed to the public to follow three key road safety messages; “if you drink, don’t drive”; “watch out for elderly pedestrians’ ” and “be a safe cyclist”. Celebrities also encouraged the public to support the “Responsible Drivers Campaign” by joining up through the internet and via Facebook.

With the support from drivers from all walks of life, the Chairman of RSC, Deputy Commissioner of Police (Operations) Mr. YAM Tat-wing, accompanied by Mr. LAI Yee-tak, Joseph JP, Commissioner for Transport, and Mr. Lawrence YU Kam-kee, BBS JP, Chairman of Road Safety Campaign Committee officiated the “2009 Annual Road Safety Launching Ceremony cum Responsible Drivers Pledging Ceremony” and announced that in less than one month over 780 drivers had used the on-line website and Facebook to become 3C drivers.

During his opening speech, Mr. YAM Tat-wing praised the support from various sectors of the public in promoting road safety, resulting in the reduction of traffic accidents in the first 8 months of 2009, comparing with the same period last year. He hoped that the introduction of “3C Driving Principles” would spread the idea of road safety to every household, such that the momentum of road safety awareness can be further enhanced towards Hong Kong’s road safety vision: “Zero Accidents on the Road, Hong Kong's Goal”.

The “2009 Road Safety Launching Ceremony cum Responsible Drivers Pledging Ceremony” on 27 September 2009 at Citywalk, Tsuen Wan, attracted over 800 participants, including members of the public, representatives of various transport trades and members of the Road Safety Patrol. Interactive games, live performances by popular artistes, a magic show and the traditional Chinese face-changing “Queen of Masks” show helped to disseminate key road safety messages. Mr. YAM Tat-wing, accompanied by officiating guests, celebrities, and children from the Road Safety Patrol led the audience to pledge to become “3C Responsible Drivers’ and upholding the “3C Driving Principles”.

The campaign will run for 10 months and the RSC will continue to use interactive multimedia to spread the road safety message.
