"Be a Responsible Driver, Pledge not to Drink and Drive" cum Anti-drink Driving Vehicle Unveiling Ceremony

A Streetcar Named Deterrence

And the related publicity to combat drink driving with multi-agency approach

With the help from the Traffic Branch Headquarters (TBHQ), the Road Safety Council (“the Council”) launches a campaign to reinforce the anti-drink driving message with the approach of the Christmas and New Year holiday period—a 3D anti-drink driving vehicle display at the entrance of Cross Harbour Tunnel to serve as a stark reminder to the drivers and the public in general of the grave consequences of drink driving. The campaign is a sustainable programme under the 3C Responsible Driver Campaign launched in September 2009, which aims at educating the public on the importance of being a responsible driver by following the 3C driving principles of “Care, Concern and Commitment”.

Chief Superintendent of Traffic, Mr. Mike Demaid-Groves, announced the drink driving statistics during the media briefing for the “Be a Responsible Driver, Pledge not to Drink and Drive” cum Anti-drink Driving Vehicle Unveiling Ceremony which was held on 18 Dec 2009. The figures showed that drivers still drink and drive, especially during the festive period, e.g. Christmas and New Year period that the number of drink driving arrests was on an increasing trend since 2006. Mr. Demaid-Groves stated that Police would enhance education/publicity and enforcement action against drink driving during the festive period. Senior Superintendent of Traffic (Administration), Ms Shirley CHU said that the display was one of a variety of publicity activities performed by the Council and the Police to attract the public’s attention. Other publicities during this period would include the broadcast of anti-drink driving message through outdoor TV screens at Tsim Sha Tsui and Causeway Bay, and advertisement on television system inside 120 eateries all over the territory.

Mr. YU Kam-kee Lawrence BBS JP, the Chairman of the Road Safety Campaign Committee reiterated the point: “The damaged car aims at reminding the public, especially drivers, that the consequence of drink driving could be grave”. Ms. Agnes CHOI, Chairperson of the General Insurance Group, Hong Kong Federation of Insurers, remarked that insurers were free from the responsibility to provide indemnity incurred by drink-driving traffic accidents, as there was a "drink driving" exclusion clause in every motor insurance policy. Although insurance company may first settle the claims filed by the victims of such accident, they would recover the amount by taking legal action against the policy holder, i.e., the driver or the vehicle owner would eventually be responsible for paying for the cost of the drink driving accident. The 3D anti-drink driving vehicle display was unveiled by representatives of the Council, TBHQ and Hong Kong Federation of Insurers after the media briefing. It would be on display at the Hong Kong Island entrance of the Cross Harbour Tunnel until 15 Mar 2010.

The event was concluded by members of the Council, TBHQ and members of the Star Football Team (including local celebrities Mr. LAU Dan, Mr. Eddie NG, Mr. KWOK Ka-ming, Mr. Bennett PANG, Mr. Teddy ROBIN, Mr. NG Ka-lok, and Mr. Leslie SANTOS) who proactively distributed anti-drink driving education and publicity leaflets at Lan Kwai Fong area. Regional Road Safety Teams also distributed the leaflets in entertainment areas with a view to disseminate the “If you drink, don’t drive!” message across the territory.
