The Road Safety Council mainly promotes four theme: Anti-Drink Driving, Anti-Drug Driving, Elderly Pedestrian Safety and Safety Cycling. Besides the banners and APIs, RSC organises different kinds of publicity and promotional campaign with different non-government and government departments to promote the important message.

To enhance the public's awareness of drink and drug driving during Christmas, the Road Safety Council (RSC), the Police Traffic Branch Headquarters (TBHQ) held "Anti-Drink and Anti-Drug Driving Campaign 2013 Kick-off Ceremony" at O'Brien Road in Wan Chai on 13th December 2013. The event was officiated by Commissioner of the Hong Kong Road Safety Patrol, Mr Robert Chui; Chairman of Wan Chai District Council's District Works and Facilities Management Committee, Ms Kenny Lee; Assistant Commissioner of the Hong Kong Road Safety Patrol (Hong Kong & Islands), Mr Leung Ka-keung; and Senior Inspector of Police, Traffic Branch Headquarters, Mr Anson Hui.

After the ceremony, the officiating guests proceeded to bars and restaurants in two routes along Lockhart Road to distribute leaflets and souvenirs. Meanwhile, some members of the public who had consumed alcohol were invited to take the random breath test and showed great interest in the readings. The Police reminds people not to drive after taking drink and drug during the festive period to avoid the possibility of endangering the lives of themselves and the others.
