Welcome to the Road Safety Council website.

The Road Safety Council (the Council) is a government advisory body consisting of government officials and community members from various professions. The objective of this website is to enhance road safety through raising awareness and rallying support from our community, an objective which requires your participation.

Since the website was launched in 2002, the number of visitors to the website is increasing annually. In June 2010, we completed a major revamp of the website in order to provide a fresh outlook with additional road safety information as well as interactive games. This new website has attracted more visitors and there were over 1,100,000 visitors in 2010.

Road accidents can have a devastating impact to the victims and their families, regardless of whether they are drivers, passengers or pedestrians. Although the number of fatal traffic accidents was decreasing in recent years, there is no room for complacency. The Council will continue to devise and implement education and publicity campaigns by adopting a multi-agency approach to disseminate road safety messages to the community. To support our efforts, the participation of all sectors of the community is needed to promote a responsible and considerate culture amongst our road users. Taking into consideration the traffic accident trend, our focus in 2011 is on "Anti-Drink Driving", "Anti-Drug Driving", "Safe Cycling" and "Road Safety of Elderly Pedestrians".

The Council engages in a variety of activities to enhance road safety in Hong Kong. It was actively involved in the legislative process for the Road Traffic Legislation (Amendment) Ordinance 2008 which was gazetted on 2008-07-04 to empower the Police to conduct random breath testing for drink driving. Subsequent to this additional power given to the Police, the number of drivers being arrested in traffic accidents due to involving in drink driving have dropped drastically from 701 in 2008 to 287 in 2009 and 214 in 2010. The Road Traffic (Amendment) Ordinance 2010, which was gazetted on 17 December last year, will further enhance our enforcement against drink driving with a new offence and heavier penalties.

Believing that road safety education should begin in junior stage, the Road Safety Bus is used to convey road safety messages to children in a simulated road environment. Therefore, we sponsored and revamped the Road Safety Bus last year so that it can serve the public with a new outlook. To promote the safety of our elderly pedestrians, the Council works closely with District Councils and commissioned an elderly road safety open top bus in March 2009 to run publicity campaigns and activities for our senior citizens throughout Hong Kong. In addition, “Elderly Road Safety Ambassadors” are appointed to engage the elderly groups to bring home the message “Love Yourself, Love Your Family, Be a Smart Pedestrian”.
