The Way Forward

Looking Ahead

The Road Safety Council is determined to promote and enhance road safety in Hong Kong by adopting a partnership approach.  In this meaningful and life-long pursuit, the Council will continue to work hard to formulate road safety strategies that not only meet current needs but future challenges.  Education and publicity campaigns will continue to be launched to achieve 'Zero Accidents on the Road, Hong Kong's Goal'.

Spreading the Safety Message

The Government has proposed legislative amendments to increase the penalties for drink driving offences.  Publicity plans will be devised and implemented in line with the new legislation to educate the public on the relevant regulations and penalties.  Anti-drink driving publicity campaigns will continue to be launched and be heightened during festive seasons.  The clear anti-drink driving message is 'If you drink, don't drive!'  To combat drug driving, the Council is involved in the legislative process of the Drug Driving laws and will launch a series of education and publicity campaigns to raise awareness of the society.

'Elderly Pedestrian Safety' and 'Safe Cycling' will continue to be the Council's focus, underpinned by partnership programmes with District Councils, elderly centres, schools and other organisations.  A new API on elderly pedestrian safety will be produced in 2010.

The Council's website, accessible by all members of the public, will be revamped with the latest road safety news, statistics and information relating to safe driving and road safety issues.

This Annual Report which details our activities in the year will continue to be published together with a series of road safety bulletins focusing on specific road safety themes.  These bulletins will be distributed with the assistance of the Transport Department.

District Councils Involvement

The Council is proud of its collaborative efforts with the District Councils.  In the coming years, road safety campaigns and activities will continue to be launched jointly with District Councils.  Focal points will be kept relevant to the districts involved.

Educating Target Groups

The Transport Department disseminates road safety messages to professional drivers through seminars and workshops held with the public transport trades.  In addition, the Police will conduct seminars and street activities at locations vulnerable to traffic accidents, public car parks and boundary control points to reach the drivers.

Young people are one of the target audiences of the Council's promotion campaigns.  Working with the Road Safety Association, the Council will continue its Road Safety Proficiency Badge Scheme to raise students' interest and awareness of road safety.  The scheme awards young people with proficiency badges in recognition of their road safety professional knowledge.  Cycling skill training courses and safe cycling lectures are also part of our community youth awareness programme.

The Education Bureau will continue to use the school curriculum to convey road safety messages, supplemented by television programmes and teaching materials focusing on proper attitude of road users.  Statistics suggested that the elderly group is the most vulnerable to traffic accidents.  Service units of the Social Welfare Department and non-government organisations will continue to include road safety as a key message in their community programmes.  Bulletins and printed materials will be distributed to the general public to spread the road safety message.
